Getting money and approval for Architecture

How does an Architect get money and approval for Architecture from Business? Lets say i have a classic ASP web application. For me, it makes sense to re-architect the system to .Net. We could scale it, increase security, re-use components and service enable it amongst so many other things. This is going to cost business money.
