Unable to start debugging on the web server. The web server is not configured correctly.
I was getting this problem today after setting up a new dev machine:

But that did not help as my site was already setup correctly. Turns out I needed to READ the error message.
Yes there was a problem with my web.config, I browsed to the site and got this nice error message and quickly solved my problem:
